What Digital Divide?

“Environmental Justice” is a common term used in the implementation of public outreach on large projects that ensures “fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income with respect to the development, implementation and enforcement of environmental laws, regulations and policies (U.S. EPA)." As a public outreach specialist, I am continually implementing outreach programs that are inclusive not only of Environmental Justice (EJ) communities but of all stakeholders with a legitimate interest in the outcome of a project or policy issue. Digital engagement is one of the tools that reaches broad audiences and provides meaningful involvement because it is available to everyone whenever and wherever. Nevertheless, there is an idea out there that using web-based communications tools should not be used when reaching out to EJ communities. Why I ask? Why is it that I always find myself having to correct such an erroneous assumption?
